New Delhi: A labourer died and 11 were injured at a construction site in Narela on Thursday after a trolley carrying construction material fell on them due to a “mechanical failure”, officials said. The Delhi Development Authority has ordered an inquiry into “safety lapses” at the site. Sandesh, 35, suffered head injuries in the incident and later succumbed at hospital, police said. The incident near Mata Mansa Devi road was reported to police around 9 am, police officials said. Also Read – After eight years, businessman arrested for kidnap & murder”On reaching the spot, it was found that a lift, meant to carry construction material, fell after one of its cables broke,” Deputy Commissioner of Police (Outer-North) Gaurav Sharma said. The DDA in a statement, however, claimed that only seven labourers suffered injuries in the incident, out of which one died. “An accident occurred today around 8:30 am at the construction site of EWS Category-II houses of DDA at Sector A1-A4 at Narela, being executed by Ahluwalia Contracts (India) Ltd. A trolley meant for carrying labourers while preparing for paint jobs, outside of dwelling units, fell down due to some mechanical failure,” the DDA said in the statement. The DDA has directed the contractor to pay suitable compensation under relevant labour laws to the family of the deceased and injured.
OTTAWA — The seemingly endless effort to replace Canada’s CF-18s fighter jets passed a tiny milestone Friday: fighter-jet makers participating in the $19-billion competition were required to explain how they planned to make their aircraft compliant with U.S. intelligence systems.For nearly a decade, Canadians have been inundated with talk of fighter jets without Canada ever buying them, an ever-worsening symbol of the failures of Canada’s military procurement system.Every election, would-be prime ministers promise to cancel bad purchases or processes, hurry along good ones, fix the mess once and for all.Conservative Leader Andrew Scheer this week promised to “de-politicize” military procurement with new oversight bodies in cabinet and the Privy Council Office while working toward multi-partisan consensus on procurement projects in Parliament.The Liberals promise to establish a new agency called Defence Procurement Canada, which suggests taking the entire function away from the four departments that now share responsibility for buying military kit.The New Democrats and Greens promise, without detail, that they will ensure Canada’s military gets the equipment it needs.The origins of what we face today can be traced back to the end of the Cold War when Canada and its allies began to cut defence spending after a decades-long arms race with the Soviet Union.“We deferred purchasing new fighter planes and did the same thing with our frigate fleet,” says David Perry, vice-president of the Canadian Global Affairs Institute and one of Canada’s foremost experts on defence spending and procurement.“We just kicked the can down the road on fixed-wing search-and-rescue aircraft. There was a bunch of other projects that fit the same vein.”The military had to use equipment for years longer than it was supposed to and the Department of National Defence lost most of its procurement experts.But in the mid-2000s, the Forces’ equipment problems were revealed in Kandahar: the military lacked transport aircraft to resupply its Afghanistan mission, artillery and tanks to support troops on the ground and helicopters to move them around.Ottawa rushed into gear, purchasing transport planes, howitzers, helicopters and tanks in short order _ in most cases without competitions. New equipment flooded in but there were some big failures, starting with accusations defence officials rigged the requirements for a new search-and-rescue plane to select a specific U.S. plane.There was also a failed effort to buy new supply ships for the navy and, most explosively, a plan to buy new fighter jets, Lockheed Martin’s F-35s, without a competition.In 2012, auditor general Michael Ferguson blasted the Defence Department for failing to communicate the stealth fighter’s risks, including escalating costs and schedule delays, to Parliament and decision-makers.Dan Ross, who was the department’s head of military procurement at the time, would later say defence officials had all the information and were willing to share it _ the Harper government just wouldn’t let them.Either way, the public’s confidence in the system and the government’s ability to manage it were shaken. The F-35 purchase was scrapped. The Tories imposed new constraints to keep costs under control and ensure Canadian industry and communities benefit from defence contracts.“There were concerns about whether or not you’re getting the right kind of economic benefits, some significant concerns about whether or not process was being adhered to until you had this system recalibration where you had an injection of additional rules and governance,” Perry says.That recalibration imposed a fundamental tension on the system: the need to get the best equipment possible, with the most benefit to the economy or local industry, at the lowest cost. Every big procurement is partly about the military’s needs and partly about national industrial policy _ and, that means, partly about politics.Most procurements are still completed with minimal fuss. The problems largely lie with big, once-in-a-lifetime contracts like fighters and warships that are worth billions of dollars and are not only essential for the military to operate, but have the potential to benefit Canadian businesses and communities for years. The ones that involve billions of public dollars.“You’re trying to get the best bang for the buck for as little buck as possible,” says Queen’s University professor Kim Nossal, who wrote a book entitled “Charlie Foxtrot: Fixing Defence Procurement in Canada” in 2016.“The one comforting thing is that very few countries have got the balance right. All industrial countries, all of our allies, faces these kinds of pressures. They worry about jobs and costs and capability.”Efforts to combine the three competing priorities can lead to bickering among federal departments, lawsuits from companies and politicians sticking their fingers in things.Seconds after saying he would de-politicize the military procurement system this week, Scheer promised to negotiate the purchase of an interim naval supply ship from Quebec’s Chantier Davie shipyard, which lobbied the Liberal government for years to ink such a contract without success.Davie is one of Canada’s big players in shipbuilding _ and it’s in much-contested political territory just outside Quebec City.Alan Williams, who was the Defence Department’s head of procurement from 1999 to 2005 and now advises companies on procurement matters, compares Scheer’s promise on Davie to Justin Trudeau’s promise in 2015 not to buy the F-35.That’s because while a government can decide to purchase a piece of military equipment, procurement laws _ and Canada’s international trade obligations _ forbid it from choosing or excluding a specific product or supplier except under extreme circumstances.Upon taking office, the Liberals twisted themselves in pretzels to get around the legal implications of their promise.That twisting led to a plan to buy Super Hornets from a competing vendor, When that fell through, four years passed before an actual competition was launched _ with the F-35 now one of three planes still in contention. In the meantime, the CF-18s will fly until 2032, reinforced with second-hand Australian F-18s to buy time.There will likely be more problems before new aircraft arrive, but the sense is that there is little the government can do now to speed it along.While the shipbuilding strategy is still going through growing pains, with the next government having to choose a third shipyard to add to the massive program to replace Canada’s naval and coast guard fleets, many hard choices have been made _ and lessons learned. More procurement staff have been hired and trained and some red tape has been eliminated.Williams is a strong advocate for the Liberals’ proposal of creating one department or agency so there is a single point of accountability. Perry is more in favour of the Tories’ plan to create a secretariat and cabinet committee to provide better decision making.Military suppliers worry that another earthquake in the system could set everything back.“We’ve seen some positive momentum recently when it comes to signing contracts on new defence acquisitions and getting money out the door,” says Christyn Cianfarani, CEO of the Canadian Association of Defence and Security Industries.“We’d caution that any major change within the public service at this point has the potential to slow things down.”The best thing any government can do is ensure the military has a predictable, funded investment plan to purchase promised new equipment, Cianfarani adds. That, says Perry, and set more realistic expectations for how fast the system can deliver.And maybe some bipartisanship, adds Nossal.“What really is needed is for the two main parties, the Liberals and the Conservatives, to truly do a bipartisan truce and approach defence the way they did in the 1970s, where something like the new (CF-18s), that process was not politicized at all.”

JOHN, B.C. – It was an evening full of emotion, compassion and understanding on Thursday at the Lido for the FSJ Community Couch Conversation.Collaboratively hosted by Healthy FSJ and the Fort St. John Community Action Team, the Opioid Dialogues was co-hosted by Julianne Kucheran and Edwina Nearhood.Mayor Lori Ackerman gave an emotional dedication to the event in honour of those who are affected by drug addictions. Ackerman lost her brother to substance use. Afterwards, personal stories of addiction were shared by those who have been touched by drugs and addiction.Each guest stated that there is no shame in addictions and that it can happen to anyone no matter your background.In a statement from Healthy FSJ, the goal of Community Couch Conversation is to foster a supportive evening, where the community comes together to learn, listen and think about how we can be there for one another to build a healthy and resilient community in the face of the opioid crisis. Six health professionals, who specialize in drug use and addictions were part of the opioid panel.The main message conveyed by the panel is that community support is key when dealing with addictions.“Those who suffer from addictions within Fort St. John are a part of your family and that the community must come together and work as one”, said Amanda Trotter executive director for the Women’s Resource Society.The panel agreed that more resources need to be made available for substance users in Fort St. John.“There is a disparity for those who receive help and treatment. The poor suffer. You’re very lucky if you are able to afford it”, said Connie Greyeyes of the Nenan Dane zaa Deh Zona Family Services Society.The panel concluded that there is more work to be done and the discussions must continue.
New Delhi: A member of the banned terrorist group and an associate of Jarnail Singh Bhinderwale, who was killed by the Indian Army in ‘Operation Blue Star’ in 1984 was nabbed by the Delhi police, officials said on Wednesday. The accused Gursewak Singh (53), is a member of Khalistan Commando Force (KCF) and was planning to re-constitute his organization on directions of KCF chief Paramjeet Singh Panjwad, who was based in Pakistan, police said. Gursewak was previously involved in more than 50 cases of terrorist activities, murders of police officials and informers, robberies in banks and police station among others, said Ajit Kumar Singla, Additional Commissioner of Police (Crime). Police said Singh was born in a farmer family residing in Raikot village in Punjab’s Ludhiana district. His elder brother Swaran Singh was a member of terrorist group led by Bhinderwale in Punjab in 1980s. Gursewak also joined the group in 1982, the police official said. In 1984, when Binderwale was killed, most of his associates fled to Pakistan where they were trained and supported by ISI. During that time, Gursewak joined the newly formed KCF constituted by terrorist Manveer Singh Chehdu and actively participated in anti national activities, he said. Gursewak along with his associates remained involved in dozens of murders of suspected informers of Indian security agencies and bank robberies in Punjab, Delhi and Rajasthan. In May 1984, the accused along with his associates, Labh Singh, Gurinder Singh and Swaranjit Singh had also killed group editor of Hind Samachar newspaper Ramesh Chander in Jallandhar, Singla said. In 1986, Singh along with his associates attacked the residence of Julio Riberio, Ex-DGP Punjab in Jallandhar. In the same year, the accused along with his associates killed eight police personnel of Punjab Police while freeing the KCF Chief Jarnal Labh Singh and terrorists Gurinder Pal Singh Bhola and Swaranjit Singh from police custody in court complex in Jallandhar after a shootout, the officer said. The accused persons had also attacked on a police station in Punjab and robbed 16 rifles, six carbines, cartridges, two revolvers, police jeep and a Fiat car. The accused along with his associates had also killed all nine members of a family in Punjab, he said. Singh remained in jail and most of the time in High Risk Ward of Tihar Jail till 2004 for period of about 18 years. While at Tihar Jail, he planned to smuggle arms including AK-47 and explosives from Pakistan in order to carry out an attack in Delhi. However, this conspiracy of the accused persons was foiled by Crime Branch of Delhi Police, which arrested two terrorists from the area of Punjabi Bagh on July 9, 1998, the officer said. After coming out of jail in 2010, he remained involved in several cases of robbery and was arrested thrice by Ludhiana Police in 2014, 2015 and 2016 respectively. During this period, he remained in contact with Paramjeet Singh Panjwad. He was again arrested by Delhi Police in 2017 under the Arms Act. He is facing trial in a case in Patiala House Court and was not attending the court following which the court had issued non-bailable warrants against him, police said.

The resort has a total work force of Four Hundred and Sixty-Five (465) employees, in addition to approximately One Hundred and Fifty (150) employees who are not directly employed by the resort, but provide Housekeeping and Services via an Outsource Contract.Following that incident, we received a number of reports via print and electronic media, alleging abusive and disrespectful treatment of employees by Mr. Gabriel Varela.As a result of these allegations, my Ministry issued a press statement advising that the Government of The Bahamas would initiate an investigation to ascertain merits of the allegations and take the appropriate action. A team from the Department of Labour flew to Freeport to lodge an investigation into these alleged matters. The labour report has been concluded, and we are in possession of it, and currently reviewing the contents.We are also in talks with executives in the Corporate Office of Memories Resort, and we will meet shortly after the New Year, and issue a statement on the way forward.In my initial statement, I underscored the fact that I, as Minister for Grand Bahama, and by extension this Government, take claims of this nature very seriously. Kolkata: Chief Minister Mamata Banerjee, while convening a district review meeting in Namkhana, expressed her dissatisfaction over non-completion of the power Grid project at Bhangar in South 24-Parganas.Banerjee sought explanations from the Power department officials on why the project has not been completed yet. She also pulled up Sunil Gupta, additional chief secretary of the Power department and demanded an explanation from him regarding the delay. The Power department officials in the district told the Chief Minister that the project has been delayed due to some technical problems, which will be resolved soon. Meanwhile, the local residents on Thursday morning staged a protest demonstration at the project site, stalling the construction of a tower within the compound. Some of them alleged on Thursday that other development projects which were promised by the government earlier have been stalled as well and hence they would not allow the power project to continue. A high-level meeting would be conducted in the area in this regard. Senior police officers in the district rushed to the spot following the agitation. Some of the villagers, who are members of the Jami Jibika Bastutantra O Paribesh Rakshya Committee (JJBPRC), alleged that the local administration had assured them that dredging of river would take place and a hospital would be set up, but nothing has happened. After a logjam in the power grid project in Bhangar for some time, the matter was finally resolved following intervention of the Power department and administrative officials in the district. JJBPRC members claimed that the government had agreed to meet certain demands of them, including the introduction of vocational training for the unemployed youths in the area and also setting up a cold storage for fishermen and farmers. They alleged that their demands were not properly met. The villagers also alleged that some miscreants have been threatening to resort to violence once the project gets completed. They threatened to stall the project if their demands are not met. A member of the JJBPRC said that they have allowed doing some work inside the sub-station and final decision would be taken on Friday. After a long process of dialogue and deliberations, the government was finally able to resolve the issue and the project was finally flagged off in August this year. The state government has agreed to increase the amount of compensation to people who will lose their land due to the project.
Early onset of drinking and intoxication may lead to heavy drinking and alcohol dependence among people, warn researchers from the Pacific Institute for Research and Evaluation in the US. Researchers concluded this in a study on the correlation between early age (less than 15 years) and contexts of first intoxication such as one’s own home, friends’ homes or outdoor settings, and the problems that arise in these contexts. For research, team studied 405 adolescent (aged 15-18 years) drinkers. Also Read – Add new books to your shelfAccording to the findings, published in the journal Substance Use & Misuse, about one-third of adolescent drinkers experienced their first intoxication by the age of 15, about one-third experienced it after 15, and about one-third had consumed alcohol but never to the stage of intoxication. In addition, drinkers reported drinking most frequently at homes, followed by outdoor settings, and then in restaurants, bars or nightclubs. The early age of first intoxication was found to be strongly linked to drinking in outdoor settings. The results of the study emphasise importance of contexts in early alcohol initiation and the resulting problems to inform development of preventive interventions specific to contexts, said Lipperman-Kreda, a researcher from the varsity. To prevent or delay early onset of drinking, more should be known about the modifiable circumstances that enable these behaviours, the study suggested.

These smaller M-series offer on-demand and SAP certified instances with a flexibility to spin-up or scale-up in less time. It also offers instances to spin-down to save costs within a pay-as-you-go model available worldwide.
