The club reportedly sold 100,000 tickets to regular-season games within hours of Harper’s signing. The Phillies hope it ushers in an era of sustained competitive baseball with Harper as a $330 million keystone. After all, what made Harper so promising was not only his talent but also his relative youth, as a 26-year-old free agent.Harper should still be productive in the near term and deliver important wins for the Phillies (after the signing, FiveThirtyEight’s projections for the 2019 season bumped the Phillies up to 84 wins, from 82, although other sites have been more bullish). But as we wrote last week, Harper’s consistency is a concern. Historical comps for a player with Harper’s unusual and volatile career to date suggest that he might have already peaked and that star-level players, in general, have reached their peaks by age 26. Since we are already in the habit of raining on the parade in Philadelphia, let’s look under the hood at Harper’s underlying stats and see where the specific problems may reside.For starters, Harper’s defensive metrics fell off a cliff last season.According to an average of Defensive Runs Saved (which Baseball-Reference.com uses for its defensive WAR) and Ultimate Zone Rating (FanGraphs’s metric of choice), Harper was the second-worst right fielder in the game (-12 runs saved compared with average) and the fourth-worst center fielder (-9 runs saved). Harper played 860 innings in right and 477 innings in center last season. And if Harper becomes more and more a one-dimensional player, in an era in which his power hitting stands out less, he loses relative value.But perhaps those concerns are a little overblown. Although baseball’s defensive metrics are getting better all the time, they are still prone to big swings between seasons. In 2017, before the big decline last season, Harper was actually 3 runs better than an average right fielder. His 24-run drop ranks second-worst among outfielders under age 271As of June 30 of the season in question. who played the same position for the same team in back-to-back years between 20022The first season of granular, pitch-level data at FanGraphs. and 2018, trailing only Matt Kemp (who fell from being exactly average in 2009 to 31 runs below average in 2010). In the season after that, Kemp still wasn’t good — he was -6 relative to an average CF — but he at least reclaimed some of the ground he’d lost in his annus horribilis.As it turns out, that’s a pretty common story if we look at the rest of the outfielders who met our qualifications from above and dropped off by at least 15 runs in a season since 2002: Jay Bruce2010-1223-25RF+180-3 Mike Trout2012-1420-22CF+15-5-9 The fates of outfielders with Harper-esque defensive dropsPlayers who had a decline of at least 15 defensive runs* relative to average in a season since 2002, were younger than 27 and played in the same position for the same team Nick Markakis2008-1024-26RF+17-5-8 Odubel Herrera2017-1925-27CF+6-11? There were some other players who experienced the same kinds of defensive declines and responded by changing positions entirely. (Such as Mark Teahen, Adam Eaton and Marlon Byrd.) But among those who stayed at the same position, they averaged to be about half as bad (relative to average) in the following season as they’d been in the decline year, regaining about 20 percent of their previous form.In the end, though, the Phillies are paying Harper to produce runs and hit homers. So perhaps the more troubling trend of Harper’s for the Phillies is his failure to address holes in his swing.Harper’s ability to make contact has been in decline. Last season, his rate of contact on pitches in the strike zone was the fourth-lowest among qualified hitters, dropping from 84 percent in 2017 to 78 percent in 2018. His strikeout rate rose by 4.2 percentage points, the 24th-greatest increase in the majors. Since 2015, his 15-game rolling average regarding contact ability (on all pitches) has been volatile but gradually declining.According to Statcast data from Baseball Savant, Harper’s whiff rate against fastballs3Four-seam fastballs, two-seam fastballs and sinkers. increased from 15.2 percent in 2016, to 20.2 percent in 2017 to 26.4 percent last season (ranking as the 36th-highest whiff rate in 2018 among 352 batters to offer against at least 200 fastballs). Against fastballs 95 mph and faster, Harper’s whiff rate increased from 18.8 percent in 2016 to 22.0 percent in 2017 to 31.5 percent in 2018.Harper has always had a weakness against up-and-away fastballs. Since 2015, he has swung and missed at a 40.7 percent rate when offering at up-and-away four-seam fastballs.Last season, Harper swung at 111 four-seam fastballs in those zones and whiffed 52 times, a 46.8 percent rate.While defensive metrics can still be somewhat volatile from year to year,4Even among players who stayed at the same position in back-to-back years, the correlation between a player’s percentile rank at his position in defensive runs per inning from year to year is 0.36 since 2002. a player’s contact rate is much “stickier”5The same correlation for a batter’s strikeout rate in back-to-back seasons is 0.79. — suggesting that big changes in the ability to make contact are more likely to represent a real change in skills and not just random variance.It’s not all bad news at the plate, however: Against fastballs,6Again, four-seam fastballs, two-seam fastballs and sinkers. Harper hit .306, with a .651 slugging percentage, according to Baseball Savant data.Because Harper was effective when making contact against fastballs, perhaps he was trading the ability to make contact for more power. What he has not done is change his swing plane, according to launch angle data. His average launch angle was 14.5 degrees in 2015, 14.6 in 2016, 13.6 in 2017 and 13.9 in 2018. His pull rate did spike, jumping from 35.5 percent in 2017 to 42.3 percent in 2018.Harper has elite plate discipline. He has elite power. But not every player who has made power gains in recent years — see Mookie Betts, Francisco Lindor, Justin Turner and Jose Ramirez — has had to sacrifice contact. And the best, most efficient offensive performers typically do not trade contact for power.What’s concerning is that even though some traits age well, like plate discipline, power generally does not. So if Harper’s defense continues to decline and he’s limited to a corner outfield position and continues to lose contact ability — if he becomes a Three True Outcomes hitter — he probably won’t age as the Phillies would like. He would likely morph from a highly sought-after asset, a 26-year-old star free agent, to the type of player easily found (a Three True Outcomes corner outfielder).Because Harper was a prodigy in part as a result of relentless work and practice at a young age, he may have fulfilled his potential soon after his arrival in the majors. But he doesn’t have to be Trout-like to justify his contract. At $25.4 million per year, the Phillies are not paying him as an elite superstar. And if Harper helps Philadelphia add another World Series banner to Citizens Bank Park in the not-too-distant future, then it will likely be $330 million well spent regardless of how well he ages. * According to an average of the defensive metrics found at Baseball-Reference.com and FanGraphs.Minimum 700 innings in all years. Ambati Rayudu looks primed to hold onto it but it will be more a case of the team management’s faith on a player who has not been performing for a while. Vijay Shankar may also bat at number 4 and is likely to make the squad. MS Dhoni will bat at number 5 followed by Kedar Jadhav and Hardik Pandya. Dhoni will be key to how Jadhav and the rest of the spinners play as, over the last 18 months, he has been a guiding light, asking them where to bowl and what fields to set. India’s bowling line-up will contain the two wrist spinners in Kuldeep Yadav and Yuzvendra Chahal. The pace department will boast of the formidable trio of Jasprit Bumrah, Mohammed Shami and Bhuvneshwar Kumar, who is fast becoming a handy lower order batsman. Chipmaker Qualcomm and the provincial government of Guizhou in China on Sunday unveiled a $280 million joint venture for the design, development and sale of advanced server technology.The US-based global semiconductor company signed a strategic agreement with the Guizhou province government and announced a joint venture with Huaxintong Semi-Conductor Technology Co Ltd with initial capital of 1.85 billion renminbi (approximately $281 million) Reuters reported.”Qualcomm will establish an investment company in Guizhou that will serve as a vehicle for future investments in China”, the provincial government and the company said in a joint statement.Derek Aberle, president of Qualcomm Inc, said the company wants to “deepen its cooperation and investment in China”. Thus, cooperation agreement, joint venture and formation of an investment company will be important for the company.Qualcomm was reportedly licensing its server technology with the help of research and development and would also supply expertise to implement the venture, Reuters added in its report.”This underscores our commitment as a strategic partner in China,” Aberle said. Under the joint venture, Guizhou would own 55% of the new company and 45% will be owned by Qualcomm subsidiary, according to a report by Venture Beat.The company plans to make ARM-based processors for servers in data centres.Last October, the company had announced that it conducted a live demo of its server development platform. It would also collaborate with chip-making companies Xilinx and Mellanox. This would give China a chance to build its own chip industry.”This server technology joint venture is a win-win scenario for Qualcomm and our Guizhou partner and will yield mutual benefits for both sides as we together pursue a very large data center opportunity in China,” said Anand Chandrasekhar, Senior Vice President and General Manager for Qualcomm Data Center Group, in a statement, Venture Beat report added.
Rex W Tillerson US secretary of state Rex W Tillerson has said the United States will pursue accountability through US law, including possible targeted sanctions on Myanmar, if the situation does not improve in Rakhine State, reports UNB.”Those responsible for these atrocities must be held accountable. The United States continues to support a credible, independent investigation to further determine all facts on the ground to aid in these processes of accountability,” he said in a press statement shared by the US Department of State on Wednesday.He said they support the Burmese government’s commitment to create the conditions necessary for all refugees and internally displaced people to return to their homes safely and voluntarily, and welcome recent exchanges between the governments of Burma and Bangladesh on repatriation.”Support by Burma’s military for these government efforts is crucial. This is a difficult and complex situation. Many stakeholders must work together to ensure progress,” he said.The US Secretary of State said they have supported constructive action on the Rakhine crisis at the UN Security Council and in the UN General Assembly’s Third Committee.He visited Naypyidaw on 15 November where he met separately State Counsellor Aung San Suu Kyi and the Commander-in-Chief of the Armed Forces, Senior General Min Aung Hlaing.”I reaffirmed the United States’ strong commitment to Burma’s successful democratic transition as the elected government strives to implement reforms, bring peace and reconciliation to the nation, and resolve a devastating crisis in Rakhine State,” he said.The US Secretary of State said their first priority is to relieve the intolerable suffering faced by so many.In response to the dire situation, he announced last week an additional $47 million in humanitarian assistance for those affected by the Rakhine State crisis, bringing the total amount spent in response to this crisis to more than $87 million since August of this year.He said Myanmar’s response to this crisis is vital to determining the success of its transition to a more democratic society.”As I said in Naypyidaw, the key test of any democracy is how it treats its most vulnerable and marginalised populations, such as the ethnic Rohingya and other minority populations,” said the US Secretary of State said.He mentioned that Myanmar’s government and security forces must respect the human rights of all persons within its borders, and hold accountable those who fail to do so.”I reiterate the United States’ condemnation of 25 August attacks on security forces by the Arakan Rohingya Salvation Army (ARSA). Yet no provocation can justify the horrendous atrocities that have ensued,” reads the statement.These abuses by some among the Burmese military, security forces, and local vigilantes have caused tremendous suffering and forced hundreds of thousands of men, women, and children to flee their homes in Burma to seek refuge in Bangladesh, it reads.”After a careful and thorough analysis of available facts, it is clear that the situation in northern Rakhine state constitutes ethnic cleansing against the Rohingya,” said the US Secretary of State.

Rick Scott has ordered an investigation into law enforcement’s response to the shooting in Parkland earlier this month.Broward Sheriff Scott Israel is under scrutiny for how his office handled complaints it received about Cruz in the years before the shooting, as well as reports that deputies failed to act during the shooting itself.Deputy Scot Peterson, armed with a handgun as the school resource officer, was placed on unpaid suspension and quickly resigned after video showed him standing outside Marjory Stoneman Douglas High School for more than four minutes during the rampage, rather than entering the building to engage the shooter.On Thursday, Israel criticized Peterson and said he was “sick to [his] stomach” at the deputy’s inaction.Also on Thursday, the Broward Sheriff’s Office released the details of the 18 to 20 calls it had received since 2008 concerning Cruz.Florida Speaker of the House Richard Corcoran, whom the Miami Herald notes is likely to run for governor, sent a letter to Gov. Scott on Sunday, calling for the sheriff’s immediate suspension. Scott, a Republican, ordered an investigation but has not suspended Israel, who is a Democrat.The FBI has already apologized for failing to act on a tip it received about shooting suspect Nikolas Cruz in January, and the governor called for the resignation of FBI Director Christopher Wray.Corcoran’s letter, signed by 73 state House Republicans, points to the litany of complaints the Broward Sheriff’s Office received about Cruz in recent years – about which, they write “[n]othing was done.” They say that Israel “failed to maintain a culture of alertness, vigilance, and thoroughness among his deputies,” and did not ensure that deputies had adequate active-shooter tactical training.In a letter to the governor, responding to a call on Saturday by state Rep. Bill Hager for him to resign, Israel defended his office’s response, saying “nearly all but two involved routine calls from [Cruz’s] mother relating to parenting issues (her sons were fighting; her son was banging pool equipment against the house; etc)” and none involved “arrestable offences.”But some of the calls paint a darker picture than routine parenting issues, including instances in which Linda Cruz said Nikolas threw her against the wall for taking away his Xbox, and a report by a school counselor that “Cruz was alleged to have possibly ingested gasoline prior in an attempt to commit suicide and is cutting himself. Cruz indicated he wished to purchase a gun for hunting and was in possession of items concerning hate related communications/ symbols.”In these two incidents, mental health counselors advised that Cruz did not meet the criteria for the Baker Act. That’s the Florida law that allows for emergency mental health treatment and evaluation, including involuntary detention for up to 72 hours if certain conditions are met. (Florida lawmakers are now proposing giving law enforcement the ability to confiscate firearms from people deemed to be a threat to themselves or others for 72 hours. During that time, authorities can seek a court order as part of the Baker Act to hold the firearms for 60 days or longer.)While he defends his office’s handling of most of the calls, Israel says internal affairs is investigating the response to two of them.One of those incidents involves a call in February 2016 about an Instagram photo of Cruz with guns, along with a concern that he “planned to shoot up the school.” A deputy responded, learned that Cruz possessed knives and a BB gun, and forwarded the information to the resource officer at Stoneman Douglas.In the second incident, a caller from Massachusetts reported in November that Cruz was collecting guns and knives, and the caller was concerned Cruz might kill himself and believed he could be “a school shooter in the making.”That call resulted in no report by the Broward Sheriff’s Office. A deputy instead referred the caller to the sheriff in Palm Beach County, where Cruz had moved.NBC and CNN reported on Saturday that Coral Springs police officers say that when they arrived at Stoneman Douglas, three sheriff’s deputies were present but had not entered the school. The sources told CNN the deputies had their pistols drawn and were waiting behind their vehicles. (The Coral Springs Police Department says that “any action or inaction … will be investigated thoroughly.”)Questioned about the report, Israel told CNN’s Tapper, “At this point, we have no reason to believe that anyone acted incorrectly or correctly. That’s what an investigation is. … And if they did things wrong, I will take care of business in a disciplinary matter, like I did with Peterson.”Tapper asked Israel how he responded to the call for him to resign.“Of course I won’t resign,” he replied, and called Hager’s letter politically motivated and full of mistakes.Tapper expressed surprise that Israel was not taking responsibility for his agency’s lack of action on the calls that it had received about Cruz.“I have given amazing leadership to this agency,” Israel said. “On 16 of those cases, our deputies did everything right. Our deputies have done amazing things. … In the five years I have been sheriff, we have taken the Broward Sheriff’s Office to a new level. I have worked with some of the bravest people I have ever met. One person — at this point, one person didn’t do what he should have done.”After the interview, the governor called for the Florida Department of Law Enforcement to investigate law enforcement’s response to the shooting.“BSO will fully cooperate with FDLE, as we believe in full transparency and accountability,” Israel said in a statement. “This independent, outside review will ensure public confidence in the findings.”Copyright 2018 NPR. The New York Times first reported the subpoenas.Trump’s former lawyer, Michael Cohen, told Congress in late February that Trump exaggerated his wealth on financial statements provided to Deutsche Bank when he was trying to obtain financing to buy the Bills.Cohen told a House committee it was common for Trump to overstate his wealth when dealing with the news media or banks and for him to understate it when it came time to pay his taxes.“New York State and its Governor, Andrew Cuomo, are now proud members of the group of PRESIDENTIAL HARASSERS,” Trump tweeted . “No wonder people are fleeing the State in record numbers. The Witch Hunt continues!”Cuomo’s office didn’t immediately respond.Deutsche Bank said in a statement that it remains “committed to cooperating with authorized investigations.” Messages left with New Jersey-based Investors Bank and the Trump Organization were not immediately returned.The subpoenas issued by the attorney general seek loan applications, as well as mortgages, credit lines and other documents related to the Trump International Hotel in Washington, D.C., buildings in Chicago and New York and a golf course in the Miami area.Several Congressional committees have also requested documents from Deutsche Bank. California Rep. Maxine Waters, a Democrat and head of the House Financial Services Committee, said last week that the bank is cooperating.Deutsche Bank has been one of the few major banks willing to regularly lend to Trump, whose past financial troubles scared off large New York banks. Trump’s company borrowed billions of dollars from the German bank over the years.In May, five Democratic members of the House of Representatives sent a letter to Deutsche Bank CEO John Cryan asking the bank to turn in any records relating to Trump’s accounts and any ties to Russia. The bank refused, saying it had to respect legal requirements to keep client data private.James, a Democrat newly elected to office, pledged to look into Trump’s business practices, saying after her victory last November that she’d be “shining a bright light into every dark corner of his real estate dealings and every dealing.”Trump has complained that James is waging a politically motivated vendetta against him. Her office is also overseeing a lawsuit against a Trump charitable foundation.
